The study was conducted from August 2017 to May 2018 to develop a tourism web portal and content management for small businesses. Specifically, the study aimed to: 1) design and develop the logical and user-interface of the web portal; 2) test and evaluate the web portal using the modified ISO-IEC 25010; and 3) deploy the web portal through the internet. The developers used the interactive model of the system development for the methodology. The planning , analysis, design phase, were performed continuously until the system was developed for evaluation and implementation. The system was evaluated by 26 participants composed of IT experts,owner/employees of small business and students of CvSU-CCAT Campus. The result of the web portal evaluation for IT experts showed a mean of 4.71, described as excellent. Also the web portal evaluation for small businesses showed a mean of 4.47 described as very satisfactory. Meanwhile, the web portal evaluation for end user evaluation got a mean of 4.58, described as excellent. In totality, based on the evaluation, the web portal was able to meet its objectives effectively.
